Not always. There are times when private replies are appropiate.

Feel free to send your messages out using the list address in the from
header. In mutt it is relatively easy to have messages sent to fedora
lists automatically get a from address matching the list address. Typically,
you will still have your normal address as the envelope sender address, so
that your posts won't get blocked. This may be harder to do with other clients.

Use mail-followup-to headers to request no direct cc's. Forging the list
address in the from header will also prevent this, but will also prevent
private replies.
