I have exactly the same printer setup (with USB). HP PSC 1315 installed
without a problem. Kudzu asked for the driver and I gave it psc 1300
series rather than HP PSC 1315 (which doesn't exist). The correct psc
1300 series driver was included in the .ISO download disks. Try using
this before messing up your install setup or adding additional drivers.
If it doesn't work it has to be a problem with your USB.

1. on FC3, the printer was working fine, using the default HPIJS driver
by Red Hat and/or the HPLIP driver;
2. I did do a fresh install of FC4, without any change on my hardware;
3. the issues started on FC4.
Did you do a fresh installation of FC4, please?
After the tip by Kam Leo, the command lsusb is showing the printer as
can see by the message that was sent by me, but there is something
strange, because each restart of the computer, lsusb is not showing the
printer, I can see the printer information after I turn off and then
turn on the printer. In the past, I never had this problem before.

I don't thing that Red Hat is the culprit. By the way, I think there
isn't a culprit, but I think there is something strange happening.
