This has come up before but the responsibility of checking before filing duplicates is with the bug reporter.
It would seem to be to be the first step to happen, before suggesting it should be filed. If you just tell an inexperienced user to file a bug, that is probably what they will do without looking.
Dont expect anyone else to do that for you. I cant really go in and do bugzilla searches everytime I make a suggestion to file a report
If you are just going to suggest filing a bug, without looking to see if any similar bugs already exist, what are you adding to the discussion? I think it is understood that bugs and RFE's should be filed in bugzilla.
Perhaps Rahul should change his advice from "please file a bug report" to something like "please check bugzilla to see if anyone else if having the same problem, and if not, file a bug report yourself so that the developers will be aware of the problem and can try to fix it"?
I think it's worth mentioning raising bugs because inexperienced users might be under the impression that since this is an "official" fedora list, it's monitored by the developers and they will fix problems raised here, which is of course not the case.
