yum upgraded a remote server from FC1 -> FC2 for me just fine.

When you do this, the results are not always quite the same as a
reinstall, but as I say FC1 -> FC2 was actually handled by yum just fine
for me.  As far as yum is concerned, it's just a "major update" where it
happens all the packages need updating/obsoleting/new packages added.
