here are my versions ...

mysql-server-3.23.58-14
httpd-2.0.52-3.1
php-4.3.10-3.2

the problem is now solved and phpMyAdmin is running on FC3

conclusion: to set up a web server with php and MySQL, FC3 out of the
box requires an amount of configuration which is beyond the average
user or the experienced Windows user seeking a linux server. the
installation guide

proved to be the solution and is recommended as a standard for any
user new to basic server setup on FC3
