First, you need to configure eth1. Set it to statically allocated IP address. Set IP address to 10.0.0.1 (for example), subnet mask to 255.255.0.0 and no default gateway. Now you need to configure your WinXP machine. In your Connection properties dialog set to static IP address, IP address 10.0.0.2, netmask 255.255.0.0, default gateway 10.0.0.1 (or whatever address you set for eth1 on Fedora box) and set your DNS addresses. You can find your DNS addresses in DNS tab on Fedora box or in file /etc/resolv.conf. Ping 10.0.0.1 from your WinXP machine to verify your configuration. Now, in firestarter wizard, specify ppp0 as internet connected device, and eth1 as device for connection sharing. I must admit I never tried connection sharing with firestarter as I have only 1 computer at home, but I hope it will work.
