I HATE that! Do you have all the kernel and hal updates applied? It's new functionality, and there have been a number of bugfixes. If so, then could you check the end of /var/log/messages when /dev/sda *does* appear and when it *doesn't*. Post the results here along with chipset and pen drive information, and we'll either see if we can spot something, or ask you to bugzilla it (so there's a chance it gets fixed). Or you can drop the device nodes in /etc/udev/devices. Then they should be copied into /dev at startup.
