Actually, one of the purposes of projects like Fedora is to give you a
Linux-based operating system.  So yes, Fedora includes the OS kernel
called Linux.  

(Many will say to you that Fedora _is_ a GNU/Linux operating system.
This is wrong.  You also get an large set of applications with Fedora,
most of them are open source applications.  You also get a lot of
tools, like compilers.)
