SSH uses tcp wrapper, so check your /etc/hosts.[allow,deny] settings.
A different firewall policy (office firewall) could block too.

If you want to run a server you will have to install and run the server
application. "rpm -qi cvs" will tell you something about the installed
cvs rpm.
