I hope an upgrade is made soon for this problem. A bug report for the ill behaviour that you are seeing might be good to submit for FC3.

some research at the X.org site and in RH's Bugzilla I decided it was
definitely a bug.

Rolling back the version of xorg-x11 sounds a bit like a major thing to have to do. There was a change made to at least the intel 830 card regarding dual-head. Whatever the changes that were made across the board, it looks like thwere is a lot of breakage caused by the changes instituted.
