For reasons I don't understand, swat isn't included in the Fedora release.
$ rpm -qa *swat samba-swat-3.0.8-0.pre1.3
it is *included* but it was *not installed on your system* http://download.fedora.redhat.com/pub/fedora/linux/core/3/i386/os/Fedora/RPMS/samba-swat-3.0.8-0.pre1.3.i386.rpm
Your solution has already been posted: yum install samba-swat
# up2date -i samba-swat
