It's possible.

Some things to try:

Switch to a console (Alt+Ctrl+F1) and shove the mouse about the screen
like a demented monkey. Right-click, double-click, middle-click. See if
you can get a lockup.

(What sort of mouse do you have, anyway? What sort of connection? What
sort of motherboard? If it's USB, and your motherboard has more than two
USB sockets, try one in a different location).

Try switching to the vesa driver.

Try powering the machine off when exiting Windows 98, and see if you can
reset it.

Do you ever have problems with your electricity supply?

Hope this helps,

James.
