Oh - I forgot to than Michael Schwendt for his answer. I think I like the Fedora way - it has two sets of permissions that get used, one for when no one is logged in at console - and one for when a console user is logged in. That allows really nice control - I like that. Thus by adjusting the console.perms file - you can give group rw to a file (or class of files) when the console isn't being used, that are then revoked when someone logs into the console.
