Chadley,

preparing RHCE exams based on RHEL3 I suggest you either use the
original RHEL3 (if you have a subscription agreement) or use one of the
"clone" distributions like Tao Linux, CentOS or Whitebox Linux. This is
because you then have an environment which is mostly perfect for
preparations. Fedora Core 2 has more or less big differences to the
RHEL3. If I were you I would get a testing machine and CentOS and play
with it.
