Does that still work if the package isn't installed?

I was thinking of the summary that flashes by when you are installing
Fedora. Is that the same one?

I use Red Carpet or yumi for this, and yes, it does show descriptions of packages that haven't been installed. The header information provides this when the package manager downloads the list of available updates.
