Ah this is frustrating, Everything was downloaded, even (apparently) the rpm-4.1.1-1.8x.i386.rpm mod, but the failed dependencies error says I don't have the rpm-4.1.1, even though it downloaded. Sometimes you must install multiple packages at once to resolve circular dependencies.
