You shouldn't get two initscript packages at the same time. The old one
together with the new one blocks installation of the ppp update package
(2.4.2-3.FC2.1). Suggested fix:

rpm --erase --noscripts --notriggers --justdb initscripts-7.55.1-1

Then run up2date as usual. It should update ppp and initscripts to
most recent release.

(Instead, you could also erase the old initscripts package like that
and keep the new one, but I want to avoid damage caused by an incomplete
installation of duplicate packages)
