OK.. in "system notifications, have you chose "apply to all apps" 

I would make sure the checkbox is selected to play that sound, 

if that does not play make sure that its pointing to the correct location 
where the sound files are:

Click on the "open file dialogue" icon and make sure that points to 

/usr/share/sounds/

or where ever your sounds are if you have custom sounds installed,

I am not sure how Fedora's kde handles this, but it should not be any 
different..
