I have a colocated server and when I have to get them to reboot it they just hit the power switch which can't be good for filesystems and databases..

Ouch! Why not let the person requested to reboot your server just
pressing "Ctrl+Alt+Del"? That is by default not deactivated and will
cause the system to reboot. No user permissions needed, no need for a
"reboot user".

Is there a CRT, Keyboard and Mouse on the box?

If so you can have reboot and shutdown click to do it buttons on the
CRT. No account access is needed only physical access. See gdm.

Only if he is running X on the server. Then the login screen has that.

Correct. Some colocos' only have a serial access so it is important to know what the access methods are which is why I asked about keyboard and
mouse to see if this was even possible.

AFAIK they yse a KVM switch, but X is not installed on the server..
