Ouch! Why not let the person requested to reboot your server just
pressing "Ctrl+Alt+Del"? That is by default not deactivated and will
cause the system to reboot. No user permissions needed, no need for a
"reboot user".
Is there a CRT, Keyboard and Mouse on the box?
If so you can have reboot and shutdown click to do it buttons on the
CRT. No account access is needed only physical access. See gdm.
Only if he is running X on the server. Then the login screen has that.
