When I installed xmms-1.2.10, I did not need any mp3 plugin. It seemed to just come standard. I checked my RPM database for any xmms plugins, and no dice. So I dont think you need it.

If you have xmms-mp3 1.2.7 on FC1 from rpm.livna.org you obviously :
1. misconfigured your yum/apt
2. forced deps

Where do you get xmms-mp3 1.2.10 from? I had 1.2.7 installed, from a yum repository (livna, i think), but it
doesn't have 1.2.10.
