~ is a shortcut for home directory.
If you are root - cd ~ is same as cd /root If you are user52 - cd ~ is same as cd /home/user52
You can also type "~rpaiz" to represent the home directory of rpaiz (usually /home/rpaiz) regardless of who you actually are. Of course, in most cases you shouldn't be able to go there, but if you're root then this is a marvelous convenience.
