No, the export is for building them, afterwards the drivers do not
care about the setting of CC.
  
Well, I didn't and see what is the result.
I've built nvidia drivers from orig. installer with original gcc
on 2.4.22-1.2174.nptl_38.rhfc1.at.
Atrpms still doesn't have kmdl for _38 kernel.
What is nvidia-graphics-switch. I do have nothing like this.
XF86Config is set well since 4496 drivers.

Have you installed both nvidia-graphics-1.0_5336-46.rhfc1.at and
nvidia-graphics-kmdl-2.4.22-1.2174.nptl_38.rhfc1.at packages? Run

nvidia-graphics-switch 5336

to ensure all settings are correct.

Is perhaps an old nvidia driver running? Check with lsmod | grep
nvidia and use rmmod to remove it.

Have you copied/merged/moved /etc/X11/XF86Config.nvidia to
/etc/X11/XF86Config?
