No, the export is for building them, afterwards the drivers do not care about the setting of CC. Have you installed both nvidia-graphics-1.0_5336-46.rhfc1.at and nvidia-graphics-kmdl-2.4.22-1.2174.nptl_38.rhfc1.at packages? Run nvidia-graphics-switch 5336 to ensure all settings are correct. Is perhaps an old nvidia driver running? Check with lsmod | grep nvidia and use rmmod to remove it.
