Sorry, but I'm afraid YOUR contextual reading skills lack something:
If I read about "A list of package names, [optionally including
wildcards,] to skip" (sorry for quoting that again) in the context of
up2date, then for me it's quite obvious, what is meant. 

If you still ask IN WHAT WAY they are skipped: I don't know the
technical background, e. g. I cannot tell you, if the headerfiles are
skipped in downloading or only the package is skipped on updates. But I
think this doesn't matter for the users, does it?

If you still have questions/problems with the config file, I suggest You
use 'up2date-config' instead of editing the file by hand. You should
have comments as well as Spanish translation there.
