Just a hunch, but check your settings in both system-config-network in
(System -> Administration -> Network) and NetworkManager (System ->
Preferences -> Network Connections). NetworkManager writes to
/etc/network-scripts/, while NetworkManager writes to
/etc/sysconfig/networking/.

The two may be conflicting, and there is a sometimes confusing
relationship between them. I find it easier to use NetworkManager and
make sure that system-config-network has "Controlled by
NetworkManager" enabled on the device.

See http://docs.fedoraproject.org/en-US/Fedora/14/html/Deployment_Guide/ch-Network_Interfaces.html#s1-networkscripts-files
for more info.
