Of course, you will need your installation /live cd to do the inspection, or
perhaps you have another distro installed on your machine (and just mount your
F12 root (/) partition that is causing you grief).

Also possible causes:

check any system-wide initialization files (shell, etc) for the presence of:
reboot 
shutdown -r

in files like:
/etc/profile
/etc/profile.d/
/etc/inputrc
...

You may want to do a search:
# grep -ir reboot /etc
# grep -ir shutdown /etc
