My guess is that either you burned the DVD incorrectly or you have a bad ISO image.  If you just "copied" the ISO file to the disc, this won't work.  You have to burn the disc as an "ISO image."

Did you run a checksum on the ISO file to check that it has no errors?

What OS and application did you use to download the ISO and burn the DVD?

As to not having an EFI folder:  My old Fedora 9 DVD doesn't have one either and it boots just fine.
