Not universally. There is a difference between being a beta and being an
early show case of new technologies.

As for 'stable', that depends on what the original poster meant by that.
If he meant a release that he could run on for several years without
a major upgrade, then no version of Fedora is stable. If he meant a version
where things are expected to work, then Fedora might be suitable.
