Two things:  There are other PolicyKit agents including one for KDE and
LXDE and sub routines don't cover the functionality PolicyKit does.  If
any desktop environment (or even a Window Manager) doesn't run a
PolicyKit agent by default in Fedora, that is a bug IMO.
