There are certainly cases that is true for almost any command. There have been many times where ssh and openssh were not fully compatible. An even more classic example is "sendmail" where multiple commands that are not sendmail claim to be that on many systems and provide interface compatibility. This to the point that standards now recognize it as an interface naming not just an application.
