If you want to edit the VOB files and then reburn, then look for a program PgcEdit. It gives you the ability to edit them menus and flow of the DVD's.

I don't know of any real way of censoring DVD's other than buying them at Wal Mart.

I did read some time ago about a site that had the time codes for language that you could use but I never had an interest because I don't believe in censorship.
