Using a ATI RV280 Radeon 9200SE AGP card have they done away with
drivers for this card ?


'They' support your card model. You could try fglrx driver.

I don't see any fglrx driver in FC12 repo.


FC12? I hope it's mistype. Or I'm totally of date ;-)
Do you have rpmfusion enabled in /etc/yum.repos.d?
Try google->  'fedora fglrx'
Do you really need proprietary driver?
FC12 is a typo, I meant F11.
