There are numerous "products" with the "classification" of Fedora.  So
you must select one of them to proceed when you use the latter URL.

When you go directly to https://bugzilla.redhat.com/enter_bug.cgi you
must also select one of the available "classifications," which are
All, Red Hat, Fedora, and Other.  Once you select one of those, you
are taken to the product page for that "classification."  Only after
selecting a "product" will you see the form for entering your bug.

Note that this may well have changed if you haven't used bugzilla much
in the past several months, as bugzilla.redhat.com was updated to
bugzilla-3.x.
