On Fedora, this seems to be done automatically depending on the value
of the LANG, LC_ALL, or LC_TYPE variables.  If the locale you select
requires utf-8, it is enabled.  It seems you can enable it
explicitly by setting the UNICODE variable to true, as well, though a
quick peruse didn't tell me where.
