Both Ktorrent and Qbittorrent can upload parts of a torrent without waiting for all of it to download, which is fairlt important to how BT works. If your client isn't doing this then check the settings. You may be limiting it for bandwidth reasons. A word on terminology: BT clients (and torrent sites) talk about Seeders and Leechers. The only difference between the two is that Leechers are still downloading part of the torrent, while Seeders have finished downloading.
