That's what's supposed to happen.

You are confusing two things, one of which could be called an inline graphic
and the other is a called file attachment.

An inline graphic is part of a web page. The browser downloads it for you and
you view it on screen.

A file attachment is intended to be downloaded, just like you would download a
tar file, for example.

When Firefox finds a file attachment it either downloads it or asks you if you
would like to use a different external application to view it (OpenOffice or
File Roller or what-have-you, depending on what the filetype is that you're
downloading.)

When Firefox finds a png file as an attachment, it will ask you what you want
to do with it.  Again, this is the expected and proper behaviour.
