I can confirm that at least in my experience that Firefox in F10
ignores your locale choice. I pre-upgraded two computers from F9 ->
F10 and did a fresh install over F8 -> F10 (preserving my /home
partition) and all had the problem with Firefox using the wrong
dictionary.
