Most of the Fedora mirrors have it.  Check the list of mirrors on
http://fedoraproject.org

Here is one example:

http://gulus.usherbrooke.ca/pub/distro/fedora/linux/releases/10/Fedora/i386/iso/

Type preupgrade at a prompt.  There's really no documentation required.
