KDM/GDM have nothing whatsoever to do with the splash screen.

The GNOME splash screen is intentionally disabled by default (an upstream
GNOME decision which Fedora is following), there's an option in GConf to
reenable it:
http://download.fedora.redhat.com/pub/fedora/linux/releases/7/Fedora/i386/os/RELEASE-NOTES-en_US.html#sn-GNOME
gconftool-2 --set /apps/gnome-session/options/show_splash_screen --type bool true
(You can also use the graphical gconf-editor to enable that option.)

KDE enables the splash screen by default (both upstream and in Fedora).

This is a desktop environment decision and it has nothing to do with the
display manager at all.
