Files set to owner 'user' at login (was f9 without pulseaudio)

No, there definately WAS a file.
Now whether it was in Fedora, or Redhat, or Solaris, or SunOS before that, I
can't say.  But there was a file at one time or another.  I had just assumed
that it is still there, but that I can't find it.
