Not really a Fedora question. Follow up on the OOo users mailing list (http://www.openoffice.org/mail_list.html), or on the Community Forum: (http://user.services.openoffice.org) would probably be more appropriate.

Anyway, how did you configure the numbering for your headings? To get proper numbering, you have to configure them using Tools > Outline Numbering. Any other method will lead to grief such as you describe.
