You seem to be implying that the GPL is necessary for cooperation.

You're not showing very good reading comprehension. I'm implying the opposite: that cooperation is required of those who want to reuse code that is licensed under the GPL.

No, like the article link I posted points out, you are talking about something entirely different from what I understand. The reality is that the GPL prohibits much potential cooperation and you prefer to ignore that and focus only on the limited subset that is possible.
