Bear this in mind to then. KDE developers are doing the actual developing of KDE 4.x and Fedora's KDE team is doing the packaging. KDE has been talking about these major changes for a long time.
And I can only imagine the screaming and complaints if Fedora had *not* provided KDE 4.0. ;-)
