i haven't found rpm's for it, but compiling it is fairly easy.

download thoggen,  extract with tar zxf thoggen-0.7.1.tar.gz.
read the README file in the new directory.

i suggest getting the dependencies from the fedora yum archive
and one of the 'third party' depositories ( for example, livna )
including the gstreamer packages ( don't bother compiling these
from source ) and the various -devel packages.

then, 
cd to the new directory and issue the usual commands, in the sequence:
1) ./configure
2) make
3) sudo make install ( or, as root: make install )

you may want to do 0) ./configure --help before 1), for more
information.
