Not having read the PolicyKit documentation in detail, I still wonder why users of VNC sessions are handled different compared to locally logged in by default. A user logged in at the console has physical access to the machine, and that brings different security implications to a user logged in remotely, so it makes sense, if you think long and hard about it, as the author of policykit has :).
