I live in Saskatchewan. The Environment Canada Weather Service has a website
here that posts the weather warnings for my area:

I am now planning to write a script to parse that page and grab warning
information off of it, then if it contains a warning and the warning is
different than the warning was 60 minutes ago, email me the contents of the
page.

That should work rather well as an hourly cron job.
