I'm not sure if this is a real bug or my own dumb mistake.

I played with Tomcat just once last December, and remember seeing the welcome page come up. But now after giving it more thought I'm fuzzy on whether it was on that machine or a different one. If you detect a dumb mistake here, feel free to tell me.
