Thanks for the responses.

But I found in the end that my queries were irrelevant.
I yum removed cups and yum re-installed it,
added the printer with the localhost:631 interface,
and all works now as it should.

Removing cups removed a few other packages.
Conceivably one of these was causing the problem.
More likely there was some glitch installing Fedora-8.
