Suspicious non-standard plugin. Have you tried disabling that one?

As you can see, an update for rpm-libs for both architectures is seen.
In the context of that, your original error message doesn't make sense
as rpm-libs would have been updated to 4.4.22-2.fc7 requiring
rpm-4.4.2.2-2.fc7. Yum would update both and detect broken deps during
the transaction test, but normally would never keep the old fc6
rpm-libs.

A newer authconfig is available, too:
http://download.fedora.redhat.com/pub/fedora/linux/updates/7/x86_64/authconfig-5.3.15-1.fc7.x86_64.rpm

And also gnome-menus and subversion updates are available:
